Max 78a5073dfb Place *-mgr config examples according to BTS model ...

* copy sysmobts-mgr.cfg to sysmo/ directory
* add lc15bts-mgr.cfg

The configuration is BTS-specific so it should be located inside
appropriate subdirs.

Note: the old copy of sysmobts-mgr.cfg can be removed once the image
build recipes are adjusted.
