387b892b1d Add example default config file 
This config file is also installed and used by the systemd service by
default. Local ip address of 127.0.0.3 is used by default to avoid
collisions with default configs of osmo-sgsn and osmo-ggsn.

243ccbafd6 Add project skeleton 
This commit contains all the relevant project structure to build the
osmo-hnodeb binary, its doc, tests, packaging, etc.

The osmo-hnodeb binary itself is still just an empty main().
