docs: Improve instructions for reporting bugs.

Browse Source 
- Create a dedicated "Reporting bugs" page to learly document
where and how bugs should be reported.
- Drop "Reporting issues" section from the Contributing guide.
- Delete "Bug report guidelines" page.
