Adjusts links and text to the help center article for revision
of channel permissions documentation, specifically in /docs,
/web, and /zerver directories.
The links in the /help and /templates/corporate directories
were updated when the documentation was revised.
Renames file and redirects existing links to "help/user-roles" as
the previous content tracks to that current file's content.
Updates existing links (excluding ReadtheDocs) to go to either
"help/user-roles" or "help/manage-permissions" depending on which
help center article applies to the content.
Updates `.md` files in api_docs/ to use "stream" instead of "channel"
for descriptive text, with the exception of the API changelog file.
Part of stream to channel rename project.
This commit adds support to pass object containing both old and new
values of the can_mention_group setting, as well as detailed API
documentation for this part of the API system.

- Updates `.prettierignore` for the new directory.
- Updates any reference to the API documentation directory for
markdown files to be `api_docs/` instead of `zerver/api/`.
- Removes a reference link from `docs/documentation/api.md` that
hasn't referenced anything in the text since commit 0542c60.
- Update rendering of API documentation for new directory.
