c3fbe00eb0 help: Add default page to display on /help when help server is off.
We've copied the button and error colors from portico_signin.css. We did
not want the new HTML file to depend on portico_signin.css since they
are unrelated. In addition, having those colors diverge over time might
not be an issue.

We make the raw mode work with /help and /help/ both.

Having it name --help-center made it sound like it was the default mode.
The new name reflects that option more accurately.

b79b068568 help: Add --only-help-center to run-dev.
The astro dev server takes a lot of memory and is disabled by default in
`run-dev`. We add another option to only run the dev server which is the
recommended mode for development. We still keep around the
`--help-center-dev-server` mode for folks who have machines with higher
specifications.

d333ddb961 help: Remove current help center.
This commit removes the current help center markdown files and any logic
that was used to host those files at help/.

We also remove a bunch of tests, we should the equivalent of those tests
for the new help center. Issues to track: #35649, #35647. These issues
track adding back tests for redirects and broken links.

We had a symlink from templates/zerver/integrations/email.md pointing to
help/using-zulip-via-email.md. We can no longer have that symlink since
the latter has been converted to an MDX file. We have deleted the
symlink and put a markdown file in it's place. Both the files have
comments to edit the other in case of changes.

This commit also makes changes in astro config, astro component paths
and other places to move the starlight help center docs base path from
/starlight_help to /help.

The change to rename /starlight_help/ to /help/ in MDX files is done in
the next commit. If we squash these commits, this line should be
removed.

`./tools/build-help-center` no longer does the conversion step.

We also remove some dead code related to the old help center in
documentation.py.

3f6520e82a starlight_help: Forward to help_center_port in case of dev server.

When running the dev server, astro/starlight makes a lot of requests on
the base URL, which are not scoped to /starlight_help. We need to host
the dev server on it's own port for it to work well. This commit fixes
that.

3e60b16ac1 starlight_help: Move help-beta over to starlight_help.
We are starting the cutover process and starlight_help is the directory
we have agreed on to place our new help center project. We do not want
to use `starlight_help` as the URL for the project, but this commit
changes the url from `help-beta` to `starlight_help` temporarily since
we can only change URL once we get rid of the current help center
project. That will be done in a future commit.

6dabfa02cb banners: Add new redesigned banner component.
This commit adds the redesigned banner component to the codebase along
with a storybook-style page in /devtools/banners to view and test the
redesigned banner component.

Any banner using the new redesigned styles, requires two classes,
- First, the base `banner` class which defines the structure and
    behavior of the banner.
- Second, a modifier class like `banner-info` which defines the styles
    for the particular banner type.

The navbar alert banners also have a custom class `navbar-alert-banner`
which is used to define the specific style and structure for these
banner types.

This commit also makes the `banner`, `action-button` and `icon-button`
components into handlebar templates to maintain consistency in their
usage in the codebase.

86c0be1cb4 buttons: Add icon-only button styles.
This commit adds the icon-only button styles to the codebase along with
appending this new button style to the storybook-style page in
`/devtools/buttons` to view and test the icon-only button component.

The redesigned icon button component, uses the `icon-button` class to
follow Zulip's no-abbreviation policy, and to avoid conflicts with the
pre-existing `button` and bootstrap `btn` classes.

A button using this new style, should use the following classes,
  - First, the base `icon-button` class which defines the structure
  and behavior of the button. (Required)
  - Second, a `icon-button-square` class, to be used in conjecture
  with the `icon-button` class which provides the style for the squared
  button style of icon button. (Optional)
  - Third, a modifier class like `icon-button-neutral` which
  defines the colors for the particular icon button type. (Required)

This commit removes the final vestiges of `bootstrap-btn.css` from
portico, allowing us to move `bootstrap-btn.css` from `common.ts` bundle
to just `app.ts` bundle.

8ab526a25a models: Replace realm.uri with realm.url.
In #23380, we are changing all occurrences of uri with url in order to
follow the latest URL standard. Previous PRs #25038 and #25045 has
replaced the occurences of uri that has no direct relation with realm.

This commit changes just the model property, which has no API
compatibility concerns.

cfc9dccb2a bootstrap-btn: Remove bootstrap CSS for ".btn-primary" elements.
We used "btn-primary" class only in integrations dev panel page
and this commit re-adds the CSS applied by this class in
integrations_dev_panel.css. We also remove the btn-primary class
since this is a bootstrap-specific class and we no longer
need it.

2f203f4de1 emails: Inline CSS in emails in build_email.
Previously, we had an architecture where CSS inlining for emails was
done at provision time in inline_email_css.py. This was necessary
because the library we were using for this, Premailer, was extremely
slow, and doing the inlining for every outgoing email would have been
prohibitively expensive.

Now that we've migrated to a more modern library that inlines the
small amount of CSS we have into emails nearly instantly, we are able
to remove the complex architecture built to work around Premailer
being slow and just do the CSS inlining as the final step in sending
each individual email.

This has several significant benefits:

* Removes a fiddly provisioning step that made the edit/refresh cycle
  for modifying email templates confusing; there's no longer a CSS
  inlining step that, if you forget to do it, results in your testing a
  stale variant of the email templates.
* Fixes internationalization problems related to translators working
  with pre-CSS-inlined emails, and then Django trying to apply the
  translators to the post-CSS-inlined version.
* Makes the send_custom_email pipeline simpler and easier to improve.

2a60e4c1e6 portico-signin: Clean up CSS for buttons on dev login page.
Removes the `btn-direct` class in `portico.css` that was only
being used for dev login buttons.

Adds `dev-button` class for general CSS rules for buttons on the
dev login page. Adds `dev-login-button` and `dev-create-button`
classes for CSS rules specific to the two types of buttons on the
page.

Prep commit for creating demo organizations in the development

Changes the input element for organization owners into a button
element, so that text other than the input value can be displayed.

Renames and cleans up some of the CSS rules for the `btn-admin`
class that is used in the dev login page for input elements.

Confirmed via git-grep that this class is only used on the dev
login page.

00ad7e5aeb development: Add CSS file for emails page in dev server.
Previously, CSS rules were added inline for emails page in
dev server. This commit adds a new file which contains
CSS rules for the emails page in dev server. This will
also help us in adding focus for the radio buttons in
the page, which cannot be added inline to the elements,
when we remove the use of bootstrap for this page.

7a0d659f14 templates: Add HTML title element to templates that extend base/portico.
Adds HTML title elements to templates that extend either `base.html`,
`portico.html` or `portico_signup.html`, and that are not website
portico landing pages that will use the `PAGE_TITLE` variable to set
the HTML title element (see following commit in series).

Also, updates some templates for missing translation tags.

As a general rule, we want the title element (and page content)
translated. Exceptions that are updated in this commit are templates
used in the development environment, analytics templates that are used
by staff and templates related to Zephyr.

fdd63546b2 linters: Rewrite check-templates.
I rewrote most of tools/lib/pretty-printer.py, which
was fairly easy due to being able to crib some
important details from the previous implementation.

The main motivation for the rewrite was that we weren't
handling else/elif blocks correctly, and it was difficult
to modify the previous code. The else/elif shortcomings
were somewhat historical in nature--the original parser
didn't recognize them (since they weren't in any Zulip
templates at the time), and then the pretty printer was
mostly able to hack around that due to the "nudge"
strategy. Eventually the nudge strategy became too
brittle.

The "nudge" strategy was that we would mostly trust
the existing templates, and we would just nudge over
some lines in cases of obviously faulty indentation.

Now we are bit more opinionated and rigorous, and
we basically set the indentation explicitly for any
line that is not in a code/script block. This leads
to this diff touching several templates for mostly
minor fix-ups.

We aren't completely opinionated, as we respect the
author's line wrapping decisions in many cases, and
we also allow authors not to indent blocks within
the template language's block constructs.

4792af5682 templates: Prevent dangling end tags.
In cases where an opening tag is so long that we stretch
it to 2+ lines of code, we should try to use block-style
formatting in the template code.

Unfortunately, we have lots of legacy code that violates
this concept, so this is a timid fix.

There are also legit use cases like textarea where we
probably need to keep the ugly template syntax for things
to render properly.

3b29c61409 auth: Add login buttons for web public access.
For users who are not logged in and for those who don't have
'prefers_web_public_view' set in session, we redirect them
to the default login page where they can choose to login
as spectator or authenticated user.

dd3fa4ac52 templates: Mark all void tags as self-closing.
This reverses the policy that was set, but incompletely enforced, by
commit 951514dd7d.  The self-closing tag
syntax is clearer, more consistent, simpler to parse, compatible with
XML, preferred by Prettier, and (most importantly now) required by
FormatJS.
