c5200e8b05 deliver_scheduled_emails: Use a queue, instead of infinite retries.
`deliver_scheduled_emails` tries to deliver the email synchronously,
and if it fails, it retries after 10 seconds.  Since it does not track
retries, and always tries the earliest-scheduled-but-due message
first, the worker will not make forward progress if there is a
persistent failure with that message, and will retry indefinitely.
This can result in excessive network or email delivery charges from
the remote SMTP server.

Switch to delivering emails via a new queue worker.  The
`deliver_scheduled_emails` job now serves only to pull deferred jobs
out of the table once they are due, insert them into RabbitMQ, and
then delete them.  This limits the potential for head-of-queue
failures to failures inserting into RabbitMQ, which is more reasonable
than failures speaking to a complex external system we do not control.
Retries and any connections to the SMTP server are left to the
RabbitMQ consumer.

We build a new RabbitMQ queue, rather than use the existing
`email_senders` queue, because that queue is expected to be reasonably
low-latency, for things like missed message notifications.  The
`send_future_email` codepath which inserts into ScheduledEmails is
also (ab)used to digest emails, which are extremely bursty in their
frequency -- and a large burst could significantly delay emails behind
it in the queue.

The new queue is explicitly only for messages which were not initiated
by user actions (e.g., invitation reminders, digests, new account
follow-ups) which are thus not latency-sensitive.

d54ca85de2 activity: Add view to see the ledger entries for a customer plan.
Adds a link to the plan ledger view in the current plan information
shown in the support views. Link is not shown if the plan is 100%
sponsored, e.g., the Community plan.

Adds a formatted header area to the activity table template so
that it's easy to add useful information to these activity views.

b17a006bf0 data_import: Remove gitter data import tool.
Gitter broke their older API as part of being integrated
into Matrix.

Their announcement blog says:
"Anything left using the Gitter APIs will need to be
updated to use the Matrix API"

This commit drops the legacy Gitter import tool and
we plan to build a new one for Matrix in future.

df2f4b6469 corporate: Move support and activity views to /corporate.
View functions in `analytics/views/support.py` are moved to
`corporate/views/support.py`.

Shared activity functions in `analytics/views/activity_common.py`
are moved to `corporate/lib/activity.py`, which was also renamed
from `corporate/lib/analytics.py`.

bafa476fd3 presence: Avoid having incomplete missing test coverage.

c9b0602320 tests: Create default RemoteRealms in populate_db.
This default setup will be more realistic, matching the ordinary
conditions for a modern server.
Especially needed as we add bouncer code that will expect to have
RemoteRealm entries for realm_uuid values for which it receives
requests.

5f48abd57a analytics: Add support link to remote installations page.
Refactors get_page helper function so that the updates to the
query data for each row is done in the function that processes
the request.

Adds columns to the remote installation page for both the support
and analytics links.

Adds `analytics/views/remote_activity.py` to the files without
100% backend test coverage.

27b5b0dc26 tests: Defer writing coverage report.
It's relatively rare that you want to read the coverage report
if the coverage tests pass. This allows devs to get quicker
feedback. Particularly on tricky rebases this can be a real
time saver. It takes about a minute to write the coverage
report on my box.

b285813beb error_notify: Remove custom email error reporting handler.
Restore the default django.utils.log.AdminEmailHandler when
ERROR_REPORTING is enabled.  Those with more sophisticated needs can
turn it off and use Sentry or a Sentry-compatible system.

eebe46ad1c test_classes: Do not necessary wrap test cases in a transaction.
By relocating helper methods into a mixin class, we can be more flexible
with managing transactions in test cases, without always forcing the
django.test.TestCase behavior of always putting the test case into an
atomic transaction.

We include a check for side effects in ZulipTransactionTestCase. It only
checks for the set of row ids in all tables before and after each test.
It is not a comprehensive check for side effects, but should be
sufficient for the basics without much performance overhead.

e7f4700d76 test-backend: Enable single-threaded profiling when thread count is unspecified.
If the number of threads is not specified
while profiling then use a single thread. This is
because profiling across multiple threads (earlier
default behaviour) may obscure the accurate
measurement of which functions are the most costly
due to thread blocking.

ddb0bb58ed tests: Add tests to update visibility policy when target topic is empty.
This commit adds a new test to check how the visibility policy updates
when moving messages to a topic that didn't exist previously.

This test also helps us adding coverage for the code which just
skips setting visibility_policy if there is no need to update the
value because both previous and new value of visibility policy
is INHERIT. The "actions/message_edit.py" file has 100% coverage
now and thus is removed from "not_yet_fully_covered" list.

93bfd3fb5f sentry: Provide a server-side tunnel.
Some well-intentioned adblockers also block Sentry client-side error
reporting.  Provide an endpoint on the Zulip server which forwards to
the Sentry server, so that these requests are not blocked.

62cbacbfe7 test_runner: Write failed tests with a side effect.
`DiscoverRunner.run_tests` has a return type of `int`. While
`Runner.run_tests` has a wildly different `Tuple[bool, List[str]]`.

This refactors it so that we have the correct return type, by passing
the additional information about failed tests through a side effect to directly
write the failed tests to a file.

Note that we have to make `failed_tests_path` optional as otherwise the method
signature will not be compatible with the supertype.

f88530575a test-backend: Cast test runner to the custom Runner type.
Mypy does not know the acccurate return type of `get_runner` that is
determined by the `TEST_RUNNER` setting. We need to cast it to the
correct type to use methods like `get_shallow_tested_templates`. Note
that we import conditionally to avoid adding runtime dependency on
`zerver`.
