0814fb88c1 api: Add a new endpoint for message reporting.
This adds a new API endpoint that enables users to report messages for
review by admins or moderators. Reports will be sent to the
`moderate_request_channel`, so it must be configured for this feature to
be enabled.

Fixes part of #20047.

c97fd1bca5 api: Rename edit typing endpoint to /messages/{message_id}/typing.
This is more consistent with how other URLs work in Zulip.

Replaces `/message_edit_typing` with `/messages/{message_id}/typing`.
The `message_id` parameter, previously passed in the request body,
is now included in the URL path.

f58c29b290 presence: Use the narrow user cache.
These two endpoints make up ~85% of requests to Zulip servers; since
presence is also a performance-critical endpoint, having them share
the same cache increases how hot it stays in memcached, in addition to
making the presence endpoint faster.

This comes at the very slightly cost of one extra field. Checks
for the `is_bot` column are switched to the equivalent `bot_type`
check, since the columns are slightly duplicative, and we can get away
with only checking bot_type.

58bf2a7935 tornado: Limit the width of the user queries, when they're needed.
Tornado requests try hard to not make SQL queries -- and if they're
necessary, to minimize the number of them. Specifically, both session
objects and user objects are cached in memcached, and we expect that
both of them will have been filled there by Django before any requests
are made to Tornado.

In the event that memcached is flushed, or data is otherwise evicted,
we perform two database queries -- one for the session, and one for
the user. However, the *width* of the latter query has grown
significantly over time, as the Realm object grew more fields, and
recently with the addition of role groups, which require multiple
joins each. This leads to a query which is over 12k of text long, and
results in 319 columns. In the event of a memcached flush, this can
result in a *significant* amount of SQL traffic, as nearly every
active Tornado request will make that query.

We do not wish to narrow the default query for Django; we instead tag
the request in the REST wrapper, and use that to use a much narrower
user cache entry. That narrower cache entry is filled before the
queue is created in Django; we also use it to explicitly set the log
data, so the second "half" of the continued Tornado request does not
need to fetch any user data either when writing its log line.

Because they use different cache keys, this only affects the
session-based `/json/events` endpoint, which caches by user-id; the
`/api/v1/events` endpoint, which uses an API-key cache, keeps its wide
user object. The former is 50% of the total request volume, whereas
the latter is only 2%, so adding an additional cache for it is
unnecessary complexity.

4e22a79e6a zilencer: Add flow for a server to reclaim its registration.
If the server controls the registration's hostname, it can reclaim its
registration credentials. This is useful, because self-hosted admins
frequently lose the credentials when moving their Zulip server to a
different machine / deployment method.

The flow is the following:
1. The host sends a POST request to
   /api/v1/remotes/server/register/takeover.
2. The bouncer responds with a signed token.
3. The host prepares to serve this token at /api/v1/zulip-services/verify and
sends a POST to /remotes/server/register/verify_challenge endpoint of
   the bouncer.
4. Upon receiving the POST request, the bouncer GETS
   https://{hostname}/api/v1/zulip-services/verify, verifies the secret and
responds to the original POST with the registration credentials.
5. The host can now save these credentials to it zulip-secrets.conf file
and thus regains its push notifications registration.

Includes a global rate limit on the usage of the /verify_challenge
endpoint, as it causes us to make outgoing requests.

818c30372f upload: Use tusd for resumable, larger uploads.
Currently, it handles two hook types: 'pre-create' (to verify that the
user is authenticated and the file size is within the limit) and
'pre-finish' (which creates an attachment row).

No secret is shared between Django and tusd for authentication of the
hooks endpoints, because none is necessary -- tusd forwards the
end-user's credentials, and the hook checks them like it would any
end-user request. An end-user gaining access to the endpoint would be
able to do no more harm than via tusd or the normal file upload API.

Regardless, the previous commit has restricted access to the endpoint
at the nginx layer.

e39f400f94 remote_billing: Make "plan management" always available.
Just shows a config error page if the bouncer is not enabled. Uses a new
endpoint for this so that it can work nicely for both browser and
desktop app clients.
It's necessary, because the desktop app expects to get a json response
with either an error or billing_access_url to redirect to. Showing a
nice config error page can't be done via the json error mechanism, so
instead we just serve a redirect to the new error page, which the app
will open in the browser in a new window or tab.

fc247cba3f remote_billing: Fix /self-hosted-billing/ handling for desktop app.
When you click "Plan management", the desktop app opens
/self-hosted-billing/ in your browser immediately. So that works badly
if you're already logged into another account in the browser, since that
session will be used and it may be for a different user account than in
the desktop app, causing unintended behavior.

The solution is to replace the on click behavior for "Plan management"
in the desktop app case, to instead make a request to a new endpoint
/json/self-hosted-billing, which provides the billing access url in a
json response. The desktop app takes that URL and window.open()s it (in
the browser). And so a remote billing session for the intended user will
be obtained.

5ee4b642ad views: Add a /health healthcheck endpoint.
This endpoint verifies that the services that Zulip needs to function
are running, and Django can talk to them. It is designed to be used
as a readiness probe[^1] for Zulip, either by Kubernetes, or some other
reverse-proxy load-balancer in front of Zulip. Because of this, it
limits access to only localhost and the IP addresses of configured
reverse proxies.

Tests are limited because we cannot stop running services (which would
impact other concurrent tests) and there would be extremely limited
utility to mocking the very specific methods we're calling to raising
the exceptions that we're looking for.

37660dd0e7 linkifier: Support reordering linkifiers.
This adds API support to reorder linkifiers and makes sure that the
returned lists of linkifiers from `GET /events`, `POST /register`, and
`GET /realm/linkifiers` are always sorted with the order that they

We set the new `order` field to the ID with the migration. This
preserves the order of the existing linkifiers.

New linkifiers added will always be ordered the last. When reordering,
the `order` field of all linkifiers in the same realm is updated, in
a manner similar to how we implement ordering for
`custom_profile_fields`.
