The Django convention is for __repr__ to include the type and __str__
to omit it. In fact its default __repr__ implementation for models
automatically adds a type prefix to __str__, which has resulted in the
type being duplicated:

A recent Postgres upstream release appears to have broken PGroonga.
While we wait for https://github.com/pgroonga/pgroonga/issues/203 to
be resolved, disable PGroonga in our automated tests so that Zulip
CI passes.
This was a broken abstraction that returned to its caller within
multiple forked processes on exceptions, and encouraged ignoring the
error code (as all of its callers did).

Any exception is an "unexpected event", which means talking about
having an "unexpected event logger" or "unexpected event exception" is
confusing. As the error message in `exceptions.py` already explains,
this is about an _unsupported_ event type.
This also switches the path that these exceptions are written to,
accordingly.
We plan to use these records to check and record the schema of Zulip's
events for the purposes of API documentation.

In theory, a nicer version of this would be able to work directly off
the mypy type system, but this will be good enough for our use case.
Then, find and fix a predictable number of previous misuses.
With a small change by tabbott to preserve backwards compatibility for
sending `yes` for the `forged` field.

UnexpectedWebhookEventType is a generic exception that we may
now raise when we encounter a webhook event that is new or one
that we simply aren't aware of.
The file ioloop_logging.py is pretty small, but it seems to have
flaky time-sensitive code that creates noise for coverage deltas
when we do builds. Since it's small, we just exclude it.
