This commit improves the design of the inline topic edit UI by making
the following changes:
- Increases the dimensions of the text input element.
- Fixes the font scaling inside text input element.
- Replaces the old save and cancel buttons with the new icon buttons.

A button has been introduced to launch a modal
for creating todo-lists directly from the compose box.
The modal features a form that, upon submission,
generates a message using the `/todo` syntax and the data
inputted in the form. Subsequently, the content of the compose box
is set to this message, which the user can then send.
This modal closely parallels the UI for adding a poll; therefore,
the poll and todo code has been shifted to a newly created
file named `widget_modal.ts`, and `poll_modal.ts` is now deprecated.

Renames "Add a new saved snippet" to "Create a new saved snippet" and
"Add saved snippet" tooltip to "Insert saved snippet".
Moves "Create a new saved snippet" button to the bottom sticky area of the
dropdown.
This is follow-up of #31359 that moves "Saved snippets" button from
"send_later" popover to message formatting buttons and adds support
to use saved snippets in message-edit UI.

Earlier, tooltip in left sidebar views had only the navigation list
title shown inside it.
This commit adds more information to the tooltip by including their
respective counts.

Earlier, left sidebar navigation had two separate tooltip logic to
handle the same tooltip template.
This commit refactors it to use a single tooltip logic for the left
sidebar navigation.
This commit adds a confirm button to the top right corner od the color
picker popover to provide a more intuitive way to exit the popover
after fiddling around with the stream color.
Previously, the tooltips for the subscribe and unsubscribe buttons
were static, showing the same tooltip regardless of the button's
state. This update improves the user experience by introducing
dynamic tooltips that reflect the current state of the button.
Changes include:
- Added multiple HTML tooltip templates for different button states
subscribed, unsubscribed.
- Updated JavaScript to select and render the appropriate tooltip based on
the button's state.
- Modified `data-tool-tip-id` prop to use state-specific tooltip
templates.

This commit adds '*' as a keyboard shortcut to navigate to the starred messages view and the shortcut is documented in various required locations accordingly.

This commit removes the popover from the "+" button shown in the closed
compose UI at mobile widths, and instead performs compose actions
directly on-click. The "+" button now opens the compose box with the
channel picker open (even if the user is in a topic or channel view).
This reduces the number of clicks required to start a new message from
the closed compose UI in mobile views, and makes the behavior more
consistent across all the views.

Create has:reaction search operator and search suggestions.
Create sidebar view for the user to view their messages that
have reactions using has:reaction sender:me operators.
Add custom heading for the view and tooltip in the sidebar.
Add documentation for the new operator.

For more discoverability, the keyboard shortcuts for preview, and bold,
italic and link formatting are now displayed in the tooltips of those
compose buttons.
Updates a chunk of translated strings that overlap between files,
with the streams settings overlay being the starting point for
finding these strings, to use channel instead of stream.

Update the tooltips for the "Cancel" and "Spinner". Provide clear
information about the draft saving behavior when a message fails to
send successfully.

This commit introduces a theme switcher feature within the personal
menu popover. The implementation begins with the development of a
tab picker, which has the following features:
* Utilization of radio buttons to emulate the tab picker.
Radio input buttons provides the native way in HTML to select one
value out of a set.
* Support for both horizontal (default) and vertical orientations.
Vertical orientation can be achieved by appending the
`.tab-picker-vertical` class.
* Respects the `prefers-reduced-motion` option set by the user.
Disables the sliding tab animation to improve accessibility.
Additionally, the theme switcher component incorporates error handling
mechanisms. In the event of a server/network error, the tab slider
reverts to the previous theme option after a delay of 500ms. This
behavior visually communicates the occurrence of an error to the user,
improving the UX.

Now we show the number of drafts that are addressed to the current
recipient selected in the compose box, if any, in the Drafts button
within parentheses (whether it is next to the Send button, or in the
Send options popover), and explain that it is the number of drafts for
this conversation in the tooltip.
Fixes: #28696.
This change aids in differentiating between a normal user and a bot
account, furthur eliminating any confusion between them (a step forward,
considering how good LLM bots have become in impersonating a real user).

Earlier the `/poll` slash command was the only way to create polls.
To increase user friendliness with a GUI, a button to launch a modal
to create a poll, has been added to the compose box. This button is
enabled only when the compose box is empty, to avoid complexities with
losing / having to save as draft any message already being composed.
The modal has a form which on submission frames a message using the
`/poll` syntax and the data input in the form, and sets the content of
the compose box to that message, which the user can then send. The
question field is mandatory for form submission.

Though there is currently no keyboard shortcut to advertise with
these icons, both the star and the @ icons now have informational
tooltips, to match other icons in the condensed view.

By replacing `<span>` tags with `<div>` tags inside the tooltip's inner
content we remove the redundancy of having to use break tags to
separate the tooltip's title and it's content.
We also replace any `<p>` tags with `<div>` tags for the following
reasons:
- Since what we want to achieve are just block elements in order to
avoid the break tags, using `<div>` tags provide use with a wider
scope of use cases.
- We don't want the pause, screen readers often introduce after reading
the contents of a paragraph.
- The `<p>` tag cannot contain tables and other block-level elements.
- The semantic meaning of the <p> tag doesn't apply to the commonly
used tooltip content.
Commit 903dbda79b (#25370) introduced a
cross-site scripting vulnerability in the tooltips for the stream and
topic in the recipient bar. An attacker who can send messages could
maliciously craft a topic for the message, such that a victim who
hovers the tooltip for that topic in their message feed triggers
execution of JavaScript code controlled by the attacker.
