Build warnings are unfortunately very common in third-party packages.
They’re difficult to reliably detect since packages don’t always build
from source, and they can’t be whitelisted on a per-package basis
since they’re all attributed to setuptools or an anonymous code
string.

Currently, it handles two hook types: 'pre-create' (to verify that the
user is authenticated and the file size is within the limit) and
'pre-finish' (which creates an attachment row).
No secret is shared between Django and tusd for authentication of the
hooks endpoints, because none is necessary -- tusd forwards the
end-user's credentials, and the hook checks them like it would any
end-user request. An end-user gaining access to the endpoint would be
able to do no more harm than via tusd or the normal file upload API.
Regardless, the previous commit has restricted access to the endpoint
at the nginx layer.

Tweaked provision script to run successfully in Fedora 38 and
included a script to build the groonga libs from source because
the packages in Fedora repos are outdated.
There is a major version jump from the last supported version (F34)
which is EOL so references and support for older versions were
removed.

Corepack manages multiple per-project version of Yarn and PNPM, which
means we have to maintain less installation code, and could help us
switch away from Yarn 1 without making the system unusable for
development of other Yarn 1 projects.

Black 23 enforces some slightly more specific rules about empty line
counts and redundant parenthesis removal, but the result is still
compatible with Black 22.
(This does not actually upgrade our Python environment to Black 23
yet.)

transifex-client went EOL on November 30, 2022, replaced by
transifex/cli [^1].
Swap this in-place, since per the upstream README [^2]:
> The current version of the client maintains backwards compatibility
> for the tx push and tx pull commands. So, if you have a CI setup that
> uses them, you should not have to change anything.
As the mobile team found out, this is a partial truth if one previously
used some of the more advanced CLI flags, but all workflows referenced
in tools/ and docs/ use forwards-compatible flags to the new version.

Renames the filename so that it accurately reflects its contents
given the changes to the "Recommended setup" page in the previous
commit, and updates all links accordingly.
As a consequence:
• Bump minimum supported Python version to 3.8.
• Move Vagrant environment to Ubuntu 20.04, which has Python 3.8.
• Move CI frontend tests to Ubuntu 20.04.
• Move production build test to Ubuntu 20.04.
• Move 3.4 upgrade test to Ubuntu 20.04.

The development environment installs PostgreSQL from the OS, not PGDG,
so we should install the non-PGDG PGroonga package to match. This is
required on Debian 10 where postgresql-12-pgdg-pgroonga does not exist.

gitlint has a bunch of pinned requirements that hold back important
upgrades and conflict with other packages’ requirements. The gitlint
author has rejected proposals to unpin them because it might increase
the amount of maintenance he needs to do
(https://github.com/jorisroovers/gitlint/pull/133). That decision is
his to make, but _somebody_ needs to do the maintenance, so we
delegate it to Debian and Ubuntu. If that means using a significantly
older version of gitlint, that’s a tradeoff we need to make to keep
the rest of our requirements current.

Thumbor and tc-aws have been dragging their feet on Python 3 support
for years, and even the alphas and unofficial forks we’ve been running
don’t seem to be maintained anymore. Depending on these projects is
no longer viable for us.
