This commit replaces "Not subscribed" tab in stream settings
with "Available" tab where only streams which the user can
subscribe to are shown.
Fixes#35919.
- Replaces the magnifying glass icon with a new design that
aligns better with the purpose of finding channels.
- Matches the "Browse Channels" link styling with the link at
the bottom of the left sidebar for consistency

Updates the base hash for the streams setting overlay to be
"channels" instead of "streams".
Because there are Welcome Bot and Notification Bot messages that
would have been sent with the "/#streams" hash, we will need to
support parsing those overlay hashes as an alias for "/#channels"
permanently.

with the streams settings overlay being the starting point for
finding these strings, to use channel instead of stream.

Ever since we started bundling the app with webpack, there’s been less
and less overlap between our ‘static’ directory (files belonging to
the frontend app) and Django’s interpretation of the ‘static’
directory (files served directly to the web).
Split the app out to its own ‘web’ directory outside of ‘static’, and
remove all the custom collectstatic --ignore rules. This makes it
much clearer what’s actually being served to the web, and what’s being
bundled by webpack. It also shrinks the release tarball by 3%.
