aeb68a6643 zerver: Add on_delete arg in foreign keys. 
on_delete will be a required arg for ForeignKey in Django 2.0. Set it
to models.CASCADE on models and in existing migrations if you want to
maintain the current default behavior.

d25bfb88d3 lint: Ban importing zerver.models in database migrations. 
This doesn't work correctly, but in a subtle way.
