this is pushed to staging and when it is pushed to prod (and that
transition performed), feedback will not work on staging.

The rename of humbughq.com to zulip.com had the side effect of making
users often not subscribed to stream Verona, which didn't work well
with our test suite.

This adds two new functions for parsing out the domain and username
from an email address, and switches our backend to use them and
django.core.validators.valid_email() rather than custom parsing and
raw email.split("@").

The old name was very confusing, and this fits the convention of "the
processor for the signups" queue a la "process_user_activity".
This requires doing a
supervisorctl stop humbug-workers:humbug-events-subscribe-new-users
puppet apply
to deploy the supervisord configuration changes and properly restart
the signups queue.

Prior to this commit, populate_db would crash if you had ever deactivated
a user in your development instance's message log.

This saves something like 15ms on our 1000 message get_old_messages
queries, and will save even more when we start sending JSON dumps into
our memcached system.

I moved the list of internal users out of populate_db.py and
into settings.py, and I removed some dead code related to sqlite.

Previously if you had been invited twice to use the app this management
command would fail with your address, since the email address was no longer
unique.
Now by unconditionally generating a new PreregistrationUser object we avoid
this problem.
To test, invite a user to Humbug via the webapp twice, then generate an
invite link for them manually. The latter operation used to produce a
traceback, but now works.

Previously we were generating API keys deterministically using a hash
of the user's email address; this is clearly not a good long-term
approach.
