7b40df9e8b Also clear the Recipient table before populating the test database.

2b9a3205be Switch zephyrs to the notion of a "Recipient", which is either a class or user.

342b2a13ac Add a management command to populate the database. 
It will drop the relevant account and zephyr tables and populate them
with canned data. Run the command with:

python manage.py populate_db
