provision: Added provision support for Ubuntu 20.04(Focal).

Groonga does not have a ppa package for Focal yet so pgroonga is
built from the source.
Postgres 12 is used when os_version is 20.04.

Use #!/usr/bin/env for bash shebangs.
...
/bin/sh and /usr/bin/env are the only two binaries that NixOS provides
at a fixed path (outside a buildFHSUserEnv sandbox).
