- Made the branch-filtering checks uniform across all the integrations,
by adding a helper function to git.py, and re-using it.
- Instead of checking if the name of the branch that generated the
event is a substring of the "branches" parameter, we now check if
there's an exact match.
For example, if there are two branches named "main" and
"release/v1.0-main", and the user wants to track pushes to only the
"release/v1.0-main" branch, they wouldn't have been able to
previously, it will always track pushes to both branches. There was no
way to filter out the smaller named branch when there were overlaps.
With the introduction of `assignee_updated` parameter in the library,
- Github, Gitea, Gogs can display the assignee in assignment events.
- Github can display the user unassigned in unassignment events.

This is a prep commit to help make the changes to make changes to pull
event message easier. Our Bitbucket has been using a custom template to
render the reviewers. This means that values are fixed to how the templates
like it. These changes will allow `get_pull_request_event_message` to
support reviewer and allow for a easier and flexible adjustment to these
messages if needed.
Previously, the assignee message would stick around in the middle of the
event message. This doesn't look as good as if we put it to the end of
the event message. These changes does just that and move the assignee
messages towards the end of the event message to make it look better
and cleaner for the readers.

arguments as positional arguments. These changes will allow the
arguments to be passed as keyword arguments to the function and
fix up the call sites of the function to pass keyword arguments
instead.

7 characters are not enough for large projects, so we change
it to reasonably longer. As an example, The Linux kernel needs
at least 11 characters of sha in its shortened form to identify
a revision. We pick 11 so it should work for most of the projects.

Move `get_setup_webhook_message` to
`zerver/lib/webhooks/common.py` so multiple integrations can use this
rather than just those which import `zerver/lib/webhooks/git.py`. Also
added the documentation for this.
There seems to have been a confusion between two different uses of the
word “optional”:
• An optional parameter may be omitted and replaced with a default
value.
• An Optional type has None as a possible value.
Sometimes an optional parameter has a default value of None, or None
is otherwise a meaningful value to provide, in which case it makes
sense for the optional parameter to have an Optional type. But in
other cases, optional parameters should not have Optional type. Fix
them.

We already include the issue title in the topic. But if one chooses
to group all gitlab notifications under one topic, the message body
is misleading in the sense that only the Issue ID and the description
are displayed, not the title, which isn't super helpful if the topic
doesn't tell you the title either.
I think we should err on the side of always including the title in
the main message body, which is what this commit does.

Changes made to get_push_commits_event_message in
zerver/lib/webhooks/git.py are common to all Git integrations
that use get_push_commits_event_message. These include github,
github_webhook, gitlab, gogs, bitbucket, bitbucket2. In some
cases (for instance, gitlab), no further changes to gitlab/view.py
will be required to support pushing a local branch without commits;
adding a fixture and tests should suffice.
For our Git integrations, we now only display the number of commits
pushed when the pusher also happens to be the only author of the
commits being pushed.

For Git push messages, we now have a single space character between
the name of a commit's author and the number of commits by that
author, plus a period at the end.
