This ancient migration imports boto, which interferes
with our upgrade to boto3.

We can safely assume nobody is running servers on <1.6.0; there are no
supported platforms in common with 1.6.0 anyway.
Generated by `pyupgrade --py3-plus --keep-percent-format` on all our
Python code except `zthumbor` and `zulip-ec2-configure-interfaces`,
followed by manual indentation fixes.

This is a preparatory commit for using isort for sorting all of our
imports, merging changes to files where we can easily review the
changes as something we're happy with.
These are also files with relatively little active development, which
means we don't expect much merge conflict risk from these changes.
This makes the outcome if a user didn't have an avatar due to a past
email change reasonable; the user will just be bumped back to
gravatar, fixing their invalid state.
This commit introduces a migration for moving avatars from email based
to user id based storage.
This is in responce to change in behaviour of user_avatar_path to
return path comprising of realm id and a hash based on user id. Also
we fix test_helpers accordingly.
Fixes#3776.
