232de4b98f check_rabbitmq_queue: Increase deferred_email_senders paging thresholds.
c5200e8b05 switched `digest_emails` from sending emails by inserting
into the ScheduledEmail table, and being processed later by
`deliver_scheduled_emails`, to inserting into the
`deferred_email_senders` RabbitMQ queue.  This moved it from being in
an unmonitored table, to a monitored queue.

This slightly improved throughput -- but began paging, since the
backlog was now in a monitored form.  Increase the paging thresholds
to not page for expected behaviour.

c5200e8b05 deliver_scheduled_emails: Use a queue, instead of infinite retries.
`deliver_scheduled_emails` tries to deliver the email synchronously,
and if it fails, it retries after 10 seconds.  Since it does not track
retries, and always tries the earliest-scheduled-but-due message
first, the worker will not make forward progress if there is a
persistent failure with that message, and will retry indefinitely.
This can result in excessive network or email delivery charges from
the remote SMTP server.

Switch to delivering emails via a new queue worker.  The
`deliver_scheduled_emails` job now serves only to pull deferred jobs
out of the table once they are due, insert them into RabbitMQ, and
then delete them.  This limits the potential for head-of-queue
failures to failures inserting into RabbitMQ, which is more reasonable
than failures speaking to a complex external system we do not control.
Retries and any connections to the SMTP server are left to the
RabbitMQ consumer.

We build a new RabbitMQ queue, rather than use the existing
`email_senders` queue, because that queue is expected to be reasonably
low-latency, for things like missed message notifications.  The
`send_future_email` codepath which inserts into ScheduledEmails is
also (ab)used to digest emails, which are extremely bursty in their
frequency -- and a large burst could significantly delay emails behind
it in the queue.

The new queue is explicitly only for messages which were not initiated
by user actions (e.g., invitation reminders, digests, new account
follow-ups) which are thus not latency-sensitive.

Email senders having a few minutes of backlog does not justify paging.

In the future, this worker will be async or sharded and not backlog.

54c2c02011 thumbnail: Add support for multiple queue workers.
There's no need for sharding, but this allows one to spend a bit of
extra memory to reduce image-processing latency when bursts of images
are uploaded at once.

2e38f426f4 upload: Generate thumbnails when images are uploaded.
A new table is created to track which path_id attachments are images,
and for those their metadata, and which thumbnails have been created.
Using path_id as the effective primary key lets us ignore if the
attachment is archived or not, saving some foreign key messes.

A new worker is added to observe events when rows are added to this
table, and to generate and store thumbnails for those images in
differing sizes and formats.

9dfaa83aa8 invites: Remove invites worker, make confirmation object in-process.
The "invites" worker exists to do two things -- make a Confirmation
object, and send the outgoing email.  Making the Confirmation object
in a background process from where the PreregistrationUser is created
temporarily leaves the PreregistrationUser in invalid state, and
results in 500's, and the user not immediately seeing the sent
invitation.  That the "invites" worker also wants to create the
Confirmation object means that "resending" an invite invalidates the
URL in the previous email, which can be confusing to the user.

Moving the Confirmation creation to the same transaction solves both
of these issues, and leaves the "invites" worker with nothing to do
but send the email; as such, we remove it entirely, and use the
existing "email_senders" worker to send the invites.  The volume of
invites is small enough that this will not affect other uses of that
worker.

7c8eacfa12 queue: Increase paging thresholds for deferred_work queue.
This queue is used to things which definitionally may take longer than
a request, so paging after 60s is rather aggressive.  This is
especially true because this queue has a very long tail of very slow
tasks -- p99 of task time in this queue is 8.5s, while p99.9 is 197s.

Raise the paging threshold to 15 minutes.  While there are
semi-user-facing tasks which use this queue (primarily marking
messages as read), those being delayed for minutes is already a real
possibility if they are stuck behind a large realm export -- and this
is not a situation which should necessarily page, since it is not
solvable by the administrator.

b285813beb error_notify: Remove custom email error reporting handler.
Restore the default django.utils.log.AdminEmailHandler when
ERROR_REPORTING is enabled.  Those with more sophisticated needs can
turn it off and use Sentry or a Sentry-compatible system.

4d65ea256a rabbitmq: Consolidate check_rabbitmq_queue to call rabbitmqctl once.
`rabbitmqctl` tends to be slow; this shaves half a second off the time

cd9b194d88 queue: Eliminate useless "burst" concept in monitoring.
The reason higher expected_time_to_clear_backlog were allowed for queues
during "bursts" was, in simpler terms, because those queues to which
this happens, intrinsically have a higher acceptable "time until cleared"
for new events. E.g. digests_email, where it's completely fine to take a
long time to send them out after putting in the queue. And that's
already configurable without a normal/burst distinction.
Thanks to this we can remove a bunch of overly complicated, and
ultimately useless, logic.

2365a53496 queue: Fix a race condition in monitoring after queue stops being idle.
The race condition is described in the comment block removed by this
commit. This leaves room for another, remaining race condition
that should be virtually impossible, but nevertheless it seems
worthwhile to have it documented in the code, so we put a new comment
describing it.
As a final note, this is not a new race condition,
it was hypothetically possible with the old code as well.

aae84197e8 check-rabbitmq-queue: Use list_queues output for current backlog size.
The value in the stats file can get outdated if the queue hasn't done
enough iterations to update the stats file for a while. The queue size
output by rabbitmqctl list_queues is more up to date, and empirically
tends to agree with the value in the stats file (when the stats file is
fresh).

365fe0b3d5 python: Sort imports with isort.
Fixes #2665.

Regenerated by tabbott with `lint --fix` after a rebase and change in
parameters.

Note from tabbott: In a few cases, this converts technical debt in the
form of unsorted imports into different technical debt in the form of
our largest files having very long, ugly import sequences at the
start.  I expect this change will increase pressure for us to split
those files, which isn't a bad thing.

dd40649e04 queue_processors: Remove the slow_queries queue.
While this functionality to post slow queries to a Zulip stream was
very useful in the early days of Zulip, when there were only a few
hundred accounts, it's long since been useless since (1) the total
request volume on larger Zulip servers run by Zulip developers, and
(2) other server operators don't want real-time notifications of slow
backend queries.  The right structure for this is just a log file.

We get rid of the queue and replace it with a "zulip.slow_queries"
logger, which will still log to /var/log/zulip/slow_queries.log for
ease of access to this information and propagate to the other logging
handlers.  Reducing the amount of queues is good for lowering zulip's
memory footprint and restart performance, since we run at least one
dedicated queue worker process for each one in most configurations.

122d0bca83 check-rabbitmq-queue: Add a simple algorithm to analyze queue stats.
