a5a5791794 management: Skip hourly crons during deploys.
This is most important for `send_zulip_update_announcements`, which
can race with the version run as a post-deploy hook.  However, all of
these crons can tolerate being slightly delayed, and there's little
benefit to them taking CPU or possibly hitting odd borderline race
conditions when the deploy is in progress.

For safety, we only trust the deploy lockfile if it was created
within the last hour -- deploys should not take more than an hour, and
failing to ever run hourly crons is much worse than perhaps running
them during a real very-long deploy.

2218de0399 management: Disable Sentry for management commands run interactively.
This adds `--automated` and `--no-automated` flags to all Zulip
management commands, whose default is based on if STDIN is a TTY.
This enables cron jobs and supervisor commands to continue to report
to Sentry, and manually-run commands (when reporting to Sentry does
not provide value, since the user can see them) to not.

Note that this only applies to Zulip commands -- core Django
commands (e.g. `./manage.py`) do not grow support for `--automated`
and will always report exceptions to Sentry.

`manage.py` subcommands in the `upgrade` and `restart-server` paths
are marked as `--automated`, since those may be run semi-unattended,
and they are useful to log to Sentry.

11dd6791c4 management: Provide a common lockfile dir, and a decorator for it.
Factor out the repeated pattern of taking a lock, or immediately
aborting with a message if it cannot be acquired.  The exit code in
that situation is changed to be exit code 1, rather than the successful
0; we are likely missing new work since that process started.

We move the lockfiles to a common directory under `/srv/zulip-locks`
rather than muddy up `/home/zulip/deployments`.

5a32ea52ae send_custom_email: Stop turning every user query into an id-based set.
The set of objects in the `users` object can be very large (in some
cases, literally every object in the database) and making them into a
giant `id in (...)` to handle the one tiny corner case which we never
use is silly.

Switch the `--users` codepath to returning a QuerySet as well, so it
can be composed.  We pass a QuerySet into send_custom_email as well,
so it can ensure that the realm is `select_related` in as well, no
matter how the QuerySet was generated.

ce89cab667 management: Pass realm as arg to select_related in get_user.
This commit updates the select_related calls in queries to
get UserProfile objects in get_user function called in
management commands to pass "realm" as argument to
select_related call.

There are some management commands like deactivate_user,
change_full_name, etc. which might need fields like
"default_sending_stream" when changing full name of a bot
or something similar, but we don't think that would happen
often and we can afford to have a DB round trip to get
these fields if needed.

Also, note that "realm" is the only non-null foreign key
field in UserProfile object, so select_related() was only
fetching realm object previously as well. But we should
still pass "realm" as argument in select_related call so
that we can make sure that only required fields are
selected in case we add more foreign keys to UserProfile
in future.

df001db1a9 black: Reformat with Black 23.
Black 23 enforces some slightly more specific rules about empty line
counts and redundant parenthesis removal, but the result is still
compatible with Black 22.

(This does not actually upgrade our Python environment to Black 23
yet.)

6c7b2d621e typing: Avoid redefinition of incompatible QuerySets.
The pattern of using the same variable to apply filters
or alter the `QuerySet` in other ways might produce `QuerySet`s
with incompatible types. This behavior is not allowed by mypy.

ab1bbdda65 typing: Broaden type annotations for QuerySet compatibility.
To explain the rationale of this change, for example, there is
`get_user_activity_summary` which accepts either a `Collection[UserActivity]`,
where `QuerySet[T]` is not strictly `Sequence[T]` because its slicing behavior
is different from the `Protocol`, making `Collection` necessary.

Similarily, we should have `Iterable[T]` instead of `List[T]` so that
`QuerySet[T]` will also be an acceptable subtype, or `Sequence[T]` when we
also expect it to be indexed.

b4507df8fa create_user: Remove tos parameter from management command.
This parameter was introduced in
ea11ce4ae6, and no longer serves a
purpose. Zulip will already correctly record that the user has not
agreed to ToS, and either prompt them on first login or not depending
whether the server is configured to require ToS.

365fe0b3d5 python: Sort imports with isort.
Fixes #2665.

Regenerated by tabbott with `lint --fix` after a rebase and change in
parameters.

Note from tabbott: In a few cases, this converts technical debt in the
form of unsorted imports into different technical debt in the form of
our largest files having very long, ugly import sequences at the
start.  I expect this change will increase pressure for us to split
those files, which isn't a bad thing.

2ada0a9bad management: Fix password reset emails being sent to deactivated users.
Apparently, the filters written for the send_password_reset_email (and
some other management commands) didn't correctly consider the case of
deactivated users.

While some commands, like syncing LDAP data (which can include whether
a user should be deactivated) want to process all users, other
commands generally only want to interact with active users.  We fix
this and add some tests.

e603237010 email: Convert accounts code to use delivery_email.
A key part of this is the new helper, get_user_by_delivery_email.  Its
verbose name is important for clarity; it should help avoid blind
copy-pasting of get_user (which we'll also want to rename).
Unfortunately, it requires detailed understanding of the context to
figure out which one to use; each is used in about half of call sites.

Another important note is that this PR doesn't migrate get_user calls
in the tests except where not doing so would cause the tests to fail.
This probably deserves a follow-up refactor to avoid bugs here.

df84e1d7eb tests: Reach 100% coverage for zerver/liv/management.py.
Cleaned up add_user_list_args(). The "help" and
"all_users_help" have all default values. As noted in
an earlier commit, "all_users_help" is always passed in,
so we can get rid of "all_users_arg". We keep the default
for "all_users_help" so we don't have to change variable order
in function definition.

ef098d2223 management: Remove the parameter required from add_user_list_args.
We remove an unecessary "required" paramter from this function
because as seen in the get_users() function right below, you have
to pass either -u/--users or -a/--all-users, meaning there should
never be a reason to require --users.
