David Rosa 179d53b898 help: Update "Schedule a message" to document collapsed view.

- Replaces special link for logged-in users with instructions so that
  users can learn how to access this view.

Fixes #27326.

Click on Scheduled messages in the left sidebar. If the views section is collapsed, click on the ellipsis (), and select Scheduled messages.
