This simplifies the RDS installation process to avoid awkwardly requiring running the installer twice, and also is significantly more robust in handling issues around rerunning the installer. Finally, the answer for whether dictionaries are missing is available to Django for future use in warnings/etc. around full-text search not being great with this configuration, should they be required.
This directory contains scripts that:

Generally do not require access to Django or the database (those are "management commands"), and thus are suitable to run operationally.

Are useful for managing a production deployment of Zulip (many are also used in a Zulip development environment, though development-only scripts live in
tools/).
