Steve Howell 2238807e59 Add /avatar/<email> URL.
The /avatar/<email> URL redirects to the appropriate
avatar URL for an email, whether it's hosted by Gravatar
or Zulip.  (This will work even for external users, as
it falls through to Gravatar.)
