These files are not Jinja2 templates, so there's no reason that they needed to be inside `templates/zerver`. Moving them to the top level reflects their importance and also makes it feel nicer to work on editing the help center content, without it being unnecessary buried deep in the codebase.

Require topics in stream messages
Administrators can configure whether stream messages must have a specified topic.

Stream messages without a topic
If a user sends a message without a topic, the message's topic is displayed as (no topic).
When message editing is enabled, any user can add a topic to messages without a topic. They can do so regardless of whether they can edit topics in general.
