Lauryn Menard dedea23745 help-docs: Move help center documentation to top level directory.
These files are not Jinja2 templates, so there's no reason that they needed
to be inside `templates/zerver`. Moving them to the top level reflects their
importance and also makes it feel nicer to work on editing the help center content, 
without it being unnecessary buried deep in the codebase.

Mute a topic

Messages from muted topics do not show up in either All messages or Recent conversations, nor do they generate notifications (including alert word notifications), unless you are mentioned. They also do not contribute to stream unread counts.

  1. Select Mute topic.

You can also click the **mute** (<i class="zulip-icon zulip-icon-mute"></i>) icon in the message recipient bar to mute the topic.

  1. In the Actions column, click Unmute next to each topic you want to unmute.

  1. Tap the Streams (hash) tab in the upper left corner of the app.

  2. Select a stream containing topics you want to unmute.

  3. Tap the Topics list (list) icon in the upper right corner of the app.
