Alex Vandiver 372bba4a8e puppet: Stop creating a /home/zulip/logs. ...

This was last really used in d7a3570c7e, in 2013, when it was
`/home/humbug/logs`.

Repoint the one obscure piece of tooling that writes there, and remove
the places that created it.
