Lauryn Menard 8cb6919c9c help: Add tabbed notes and links for previous mobile features.
For mobile features that were documented and implemented for the legacy
React Native app, adds back a tabbed block for mobile with a note to
use the web app instructions in a mobile device browser, and with a
link to the Flutter GitHub issues tracking implementing the feature in
the new mobile app.

If the feature is a mobile only feature, then adds the link to the
Flutter GitHub issue in a warning note.

# Change the privacy of a channel

Organization administrators and [channel
administrators](/help/configure-who-can-administer-a-channel) can always make a
channel private. However, they can only make a private channel public or
web-public if they have content access to it:

**Warning**: Be careful making a private channel public. All past messages
will become accessible, even if the channel previously had protected history.

1. Select a channel.
