This commit finishes adding end-to-end support for the install script
on Debian Buster (making it production ready). Some support for this
was already added in prior commits such as
99414e2d96.
We plan to revert the postgres hunks of this once we've built
tsearch_extras for our packagecloud archive.
Fixes #9828.
This directory contains scripts that:

Generally do not require access to Django or the database (those are "management commands"), and thus are suitable to run operationally.

Are useful for managing a production deployment of Zulip (many are also used in a Zulip development environment, though development-only scripts live in
tools/).
