Updates changelog entry for feature level 1 about GitLab to include
the endpoint with the changes. Also noted that the change updated
a deprecated return value.

Added changes note to the `gitlab` boolean in the
`authentication_methods` return value for the
`/get-server-settings` endpoint.

Part of work on #22102.
