[MME] mme-gn-handler: correct ARP for the translated bearer (2G->4G)

The old comment describe the 4G to 2G mobility, not the 2G to 4G.
Correct the comments.
Also set the translated bearer vulnerability to 1, translated bearer
should always vulnerable to it.
