systemd: remove RestartPreventExitStatus=1

Fix OsmoPCU not restarting if e.g. an external gsmtap IP is configured
that is currently not available. Also make the service files more
consistent with other Osmocom projects.

Revert f81e2f76 ("systemd: Do not re-start in case of exit(1) (e.g. a
config issue)").
