Allow sending GTPv1-U Echo Requests to GTP peers via new VTY command

  gtp1u-echo send to (A.B.C.D|X:X::X:X)
  gtp1u-echo send to (A.B.C.D|X:X::X:X) local-ip (A.B.C.D|X:X::X:X)
  gtp1u-echo send to (A.B.C.D|X:X::X:X) local-dev DEV_NAME
