docs: Mention the PostgreSQL upgrade in the release upgrade section.
Users can, quite understandably, assume that upgrading Zulip upgraded the underlying PostgreSQL version. Though it is mentioned at the top of the page, mentioning it here clarifies that it is an additional step.
