Lauryn Menard dedea23745 help-docs: Move help center documentation to top level directory.
These files are not Jinja2 templates, so there's no reason that they needed
to be inside `templates/zerver`. Moving them to the top level reflects their
importance and also makes it feel nicer to work on editing the help center content, 
without it being unnecessary buried deep in the codebase.

# Logging out

1. Click the **gear** (<i class="fa fa-cog"></i>) icon in the top
right corner of the app.
1. Click **Log out**.

1. Tap **Log out**.
1. Approve by tapping **Log out**.

Logging out doesn't affect any other organizations you may be logged in
to. To log out of all your Zulip organizations, repeat the steps above
for each one.
