This commit adds code to unset is_web_public and is_realm_public fields on attachments when deactivating a stream as we do not want to allow spectators to access them after the stream is deactivated. This commit also adds a comment explaining why we don't use do_change_stream_permission to set the privacy fields on deactivating a stream. Fixes #27634.
