Lauryn Menard 4fcb243769 api-docs: Standardize on lowercase true, false and null. ...

Creates a custom linter rule for `zerver/openapi/zulip.yaml` to
only allow lowercase versions of "true", "false" and "null".

Updates existing documentation for new rules.
