Lauryn Menard dedea23745 help-docs: Move help center documentation to top level directory. 
These files are not Jinja2 templates, so there's no reason that they needed
to be inside `templates/zerver`. Moving them to the top level reflects their
importance and also makes it feel nicer to work on editing the help center content, 
without it being unnecessary buried deep in the codebase.

Deactivate your organization

  1. Under Deactivate organization, click Deactivate organization.

  2. Approve by clicking Confirm.

**Note**: This action cannot be undone by anyone in the organization. If you
deactivated your organization by accident, please contact your server
administrator ({{ support_email }}) as soon as possible, before the
deactivated organization is permanently deleted.

**Note**: You cannot create a new organization using the subdomain of a
deactivated one. If you need to reuse a subdomain, ask your server
administrator to change the subdomain of the deactivated organization first.
