Prakhar Pratyush 5b3641d92d help: Move 'channels-and-topics' to 'introduction-to-topics'. 
Introduction to channel is now moved out as a new article,
the 'channel-and-topics' contains only introduction to topics,
hence renamed.

Require topics in channel messages

If a user sends a message without a topic, the message's topic is displayed as (no topic). Administrators can configure whether channel messages must have a specified topic.
