Tim Abbott 4570936ac2 models: Fix default value for last_reminder. ...

This was causing a rather confusing test flake in
test_stream_error_pm_to_bot_owner.  What was happening was that if
this test (which used that code path) ran within 5 minutes of the
populate_db run, it would fail.
