Lauryn Menard dedea23745 help-docs: Move help center documentation to top level directory. 
These files are not Jinja2 templates, so there's no reason that they needed
to be inside `templates/zerver`. Moving them to the top level reflects their
importance and also makes it feel nicer to work on editing the help center content, 
without it being unnecessary buried deep in the codebase.

Stream notifications

You can configure desktop, mobile, and email notifications on a stream by stream basis.

Set notifications for a single stream

These settings will override any default stream notification settings.

  1. Click Stream settings.

  1. Under Notification settings, toggle your preferred notifications settings for the stream.

Set default notifications for all streams

These settings only apply to streams where you have not explicitly set a notification preference.

  1. In the Notification triggers table, toggle the settings for Streams.
